Doing a good job in the safety management and operation maintenance of power equipment is of great significance for ensuring the safe operation of the power system. The Jiangsu Regulatory Office of the National Energy Administration continuously urges power enterprises to fulfill their primary responsibility for equipment safety management, further strengthen equipment risk control and hidden danger investigation and treatment, effectively improve the reliability of power equipment, and ensure the safe and stable operation of the power system and reliable power supply in Jiangsu.
Firstly, we will improve the management mechanism for the reliability of power equipment. We will implement the requirements of the "Power Reliability Management Measures (Provisional)", organize power enterprises to conduct regular inspections of safety risks and hidden dangers in power equipment, strengthen the reporting of risk control and hidden danger management information, and fully leverage the proximity and convenience of the development and reform commissions of each districted city. This year, the Jiangsu Energy Regulatory Office and local power management departments have conducted a total of 76 inspections to jointly urge power enterprises to implement safety measures. We will organize power enterprises to comprehensively summarize power reliability incidents and related production operations and technical management situations, explore the implementation of equipment maintenance modes based on risk analysis, ensure maintenance quality and efficiency, and strictly prevent equipment from operating with defects.
Secondly, carry out supervision and inspection of equipment defect investigation and treatment. Before the summer peak season, the Jiangsu Energy Regulatory Office organized technical supervision institutions to conduct centralized technical supervision inspections of power generation units in the province. Through comprehensive inspections of equipment operation, defect and hidden danger investigation and rectification, and implementation of relevant countermeasures, a total of 639 hidden dangers were investigated and rectified, effectively improving the safe and reliable operation level of power generation units in the province. Electric power enterprises were organized to carry out self-inspection of the secondary system from seven aspects, including technical supervision of the secondary system, implementation of safety production responsibilities, safety management of relay protection and automatic safety devices, and network security management of the power monitoring system. A total of 812 hidden dangers were strictly and practically investigated and rectified in a closed-loop manner, comprehensively improving the safe operation level of the secondary system.
Thirdly, comprehensively organize and carry out problem rectification. Implement the work requirements of the National Energy Administration, organize power enterprises to investigate and rectify the use of refurbished insulators at the first time, require them to draw inferences about other cases and carry out in-depth investigations and rectifications of potential safety hazards in power equipment, and continuously improve the quality and safety level of power equipment. Based on the problems found in technical supervision, the Jiangsu Energy Regulatory Office issued a notice proposing six specific rectification requirements, including strengthening boiler equipment management, increasing efforts to eliminate defects in primary electrical equipment, strictly closing the loop of secondary power system issues, and further implementing safety management measures. By organizing power enterprises to draw inferences about other cases and implement rectifications, strengthening equipment governance, improving management mechanisms, and continuously enhancing the reliability level of power equipment, we can effectively ensure the safe and stable operation of the provincial power system.
